Scientologists have their own idea of what a suppressive person is, but I would say it more broadly refers to people who gaslight others- meaning they attempt to destroy other people's self-confidence and their confidence in what they believe to be true.
This is done because the suppressive person is motivated by fear and a need to control others to assuage this fear.
