It is that consciousness that the hidden rulers do all they can to beat out of us!
Including poisoning us to limit our higher brain functioning, particularly as a child.
Add to that an oppressive school system leading to oppressive employment and you have a controlled population.
A population of intelligent, and informed free thinks, with powerful perceptive abity of motive cannot be ruled, and cannot be led by deceivers.
