After hearing of the second plane hitting the World Trade Center in New York on September 11, 2001, and realizing the United States was under attack, George Bush Jr continued to sit in a classroom, on an official public visit, for "8-9 minutes".
If the attack was really by foreign enemies of the USA, and not an "inside job", he would have been whisked away immediately, as he would be a potential target.
