The more people making decisions at the coal face the better, that's why the free market is better - more information, better used - we get to choose individually, not the government.
I don't support centralised decision making, beyond what is necessary. Power should be devolved to the local level.
The free market is theoretically the best way to achieve this, or freedom of association and freedom of the individual.
Let the person choose, not an outside force, outside the situation.
