If we believe these institutions are ignorant or corrupt in any way then we will avoid vaccines, not because of "science" but because of a lack of trust.
Another realization is that institutions are political by their very nature and politics equates to deception, therefore we cannot trust any institution, particularly those with an agenda beyond helping people, but rather protecting profits or comfortable relationships with vested interests.
