Controlling the economic system

It is impossible to totally control the economic system. Even if free trade is banned there will still be "illegal" transactions taking place.

The effervescence and inventiveness of the people will always overflow and swamp the policing resources that are not near enough to stop it.

However, the ability does exist to shape the market. Legislators can be learned on or rewarded for going our way on a bill. 

Control of the legal market can be gained by legal means (through law creation). Control of the illegal market is open to more nepharious means.
