What creates intelligence?

How can something go from being (apparently!) completely unintelligent, like a stone, to being highly intelligent, like a living being?

Some will just waffle on about "complexity" but what organizes this complexity in the first place.  After all, intelligence is not an object in consciousness, it is an attribute of consciousness, which includes the ability to recognize patterns and design things that contribute to a richer life.

Intelligence is present in the smallest of living things of course.  No machine can be said to be alive because it doesn't possess such intelligence just the imitation of it.  Of course, die hard materialists would say there is no real intelligence (as that smacks of an immaterial self) but just the imitation of it but mysteriously complex natural systems.
