Free will cannot be violated, not without the violator losing their own free will, by having to police someone else 24/7, and apply force, when necessary, to control their behaviour.
This is not an attractive or practical matter when dealing with a whole population of people.
In other words, it's just not practical to keep people under lock and key, 24/7.
Therefore, people can do as they please because no-one can remain standing over their shoulder 24/7.
But every action has consequences that may be favorable or not, and that will impact on our future decisions in regards to such matters.
These consequences don't limit our freedom but will impact on our decision making.
So you see, even dire potential consequences cannot limit our freedom to act, but it may impact on decision to do so!
